AC is not justified, rubber material is poor & poor mileage

I purchased this car in July 2016, & till now I am suffering for the AC problem, cooling is not as good as described. Driver side rubber material is damaged but how i didn't get the reason. mileage is also a problem digital meter is showing 22-23 but exactly its not the same. practically I experienced 13-15 Km/L.I suggested the same car in my family and they are also having the same issue of AC, even sometimes AC did not work while standing position (parked).
